(U) Appendix A
(U) Part II includes an unclassified description of the compliance and data-integrity
issues NSA experienced with the USA Freedom Act CDR program. The Board worked with the
intelligence community to declassify and include as many facts related to these issues as possible
in Part II. However, many facts necessarily remain classified because their release could be
expected to cause exceptionally grave damage or serious damage to the national security. To
protect this information, but also to ensure additional transparency for appropriately cleared
individuals, including members of Congress, this annex describes those issues and NSA’s
response in a more comprehensive, classified manner.
